STEP-BY-STEP GUIDE
Follow these five steps to generate a Fair Work–compliant payslip for any WA employee, including FIFO and mining workers. Every field maps directly to the mandatory requirements in Fair Work Regulations 2009, Reg 3.46.
Add your Western Australia business name and ABN. Both are mandatory on every payslip under Fair Work Regulations 2009, Reg 3.46. Use the exact ABN registered on the Australian Business Register (ABR).
Enter the employee full name, employment type (full-time, part-time, casual, FIFO, or contractor), and the applicable hourly or annual salary rate including any applicable Modern Award classification.
Select pay period start and end dates, then add gross earnings, site allowances, remote area allowances, travel allowances, and any overtime or bonus amounts as separate line items.
Enter PAYG tax withheld and superannuation (12% from July 2025). Add casual loading (25%), WA public holiday pay (e.g. WA Day, Easter Saturday), shift loadings, or portable long service leave as separate line items when applicable.
Review the live payslip preview for accuracy. Download a print-ready, Fair Work–compliant PDF from $4.99 — no account or subscription required.
WA PAYSLIP REQUIREMENTS
In Western Australia, payslips for national system employers are governed by the Fair Work Act 2009 (s536) and Fair Work Regulations 2009 (Reg 3.46). All covered employers must issue a payslip to every employee within one working day of each pay day — regardless of whether the employee is on annual leave, sick leave, a FIFO break, or any other form of leave.
This obligation applies to full-time, part-time, casual, FIFO, and fixed-term contract employees. Non-compliance can result in penalties of up to $16,500 per contravention for an individual and $82,500 for a body corporate. The Fair Work Ombudsman actively audits WA mining, hospitality, and construction businesses.
WA-specific payslip considerations include FIFO site and remote area allowances, the WA Day public holiday (first Monday in June) and Easter Saturday (a WA-only public holiday not observed in most other states), portable long service leave under the Construction Industry Portable Long Service Leave Act 1985 (WA), and WA's dual industrial relations system — which means some WA state government employers fall under the WA State system rather than the national Fair Work framework.

WA-SPECIFIC — STRONGEST MOAT
Western Australia is the heart of Australia's mining and resources industry. Thousands of workers fly in and fly out (FIFO) to mine sites across the Pilbara, Kimberley, and Goldfields regions each fortnight. FIFO payroll is significantly more complex than standard office payroll — workers on 2:1, 8:6, or other roster patterns receive a mix of base pay, site allowances, remote area allowances, travel allowances, and shift loadings, all of which must be separately itemised on every payslip under the Mining Industry Award 2020 and applicable Enterprise Agreements.
Most WA mining employers operate under an Enterprise Agreement (EA) that supplements or replaces the underlying Modern Award. Always check the applicable EA for your site — EAs may specify higher base rates, additional allowances, annual bonus arrangements, and specific overtime calculation methods that differ from the Award.
The example below illustrates how a WA mine site payslip might be structured. Figures are indicative only — always use actual rates from your applicable Enterprise Agreement or Modern Award.
| Pay Component | Amount |
|---|---|
| Base Ordinary Hours (76 hrs @ $32.14) | $2,442.64 |
| Overtime — first 2 hrs/day (×1.5) | $385.68 |
| Overtime — beyond 2 hrs/day (×2.0) | $257.12 |
| Site Allowance (Pilbara) | $350.00 |
| Remote Area Allowance | $80.00 |
| Travel Allowance (fly-in return) | $420.00 |
| Night Shift Loading (15%) | $183.20 |
| Gross Pay | $4,118.64 |
| PAYG Tax Withheld | –$1,195.00 |
| Net Pay | $2,923.64 |
| Superannuation (12%) | $494.24 |
⚠️ Illustrative example only. Rates, allowances, and overtime calculations vary by Enterprise Agreement, roster pattern, and individual contract. Always refer to your applicable EA or Modern Award.
WA-SPECIFIC ENTITLEMENT
Western Australia has its own portable long service leave scheme for construction workers under the Construction Industry Portable Long Service Leave Act 1985 (WA). Unlike standard long service leave (which is tied to one employer), portable LSL allows construction workers to carry their entitlement between employers — meaning service accrues across multiple construction jobs.
WA construction employers must register their workers and pay a levy on wages to the Building and Construction Industry (Portable Long Service Leave) Corporation WA. This levy is separate from standard superannuation and should be clearly identified on the payslip as a distinct line item for transparency and record-keeping purposes.
PAYROLL REFERENCE
PAYG (Pay As You Go) tax withheld must appear on every Western Australia payslip. The amount withheld is based on the employee's income bracket and whether they have claimed the tax-free threshold. FIFO and mining workers in WA often earn above $120,000 annually — placing them in the 37% or 45% marginal tax bracket. Use the ATO's Tax Withheld Calculator for exact weekly or fortnightly withholding figures.
| Taxable Income (Annual) | Tax Rate | Approx. Weekly Gross |
|---|---|---|
| $0 – $18,200 | 0% | $0 |
| $18,201 – $45,000 | 19% | $1–$865 |
| $45,001 – $120,000 | 32.5% | $866–$2,307 |
| $120,001 – $180,000 | 37% | $2,308–$3,461 |
| $180,001+ | 45% | $3,462+ |
⚠️ Rates above exclude the 2% Medicare Levy. Low Income Tax Offset (LITO) applies below $66,667. FIFO workers with site allowances should clarify the taxability of each allowance with their employer or a registered tax agent. Always use the ATO's official withholding tables for exact figures.
MODERN AWARD REFERENCE
The national minimum wage ($24.10/hr) only applies to WA employees not covered by a Modern Award or Enterprise Agreement. Most workers in WA's major industries are covered by an Award that sets higher rates. Award rates below are indicative for the lowest classification level; always verify the current rate for your industry and classification at fairwork.gov.au.
| Modern Award | Classification | Min. Rate (FY2025–26) |
|---|---|---|
| Mining Industry Award 2020 | Production Employee Level 1 | $32.14/hr |
| Building & Construction General On-site Award | CW/ECW 1 | $28.55/hr |
| Road Transport and Distribution Award | Grade 1 | $25.38/hr |
| Hospitality Industry (General) Award | Level 1 (Food & Beverage Attendant) | $24.68/hr |
| General Retail Industry Award | Level 1 (Retail Employee) | $25.41/hr |
| Health Professionals and Support Services Award | Support Worker Level 1 | $25.12/hr |
⚠️ Rates shown are base weekday rates for the lowest classification. Penalty rates, casual loading, FIFO allowances, and site/remote area allowances apply on top. Always verify the current rate for your Award and classification at fairwork.gov.au.
PAYROLL PLANNING
When WA employees work on public holidays, employers must pay penalty rates as set by the applicable Modern Award or Enterprise Agreement — typically double time and a half (250%). These payments must appear as a separate line item on the payslip. Two key WA differences from other states: Easter Saturday is a WA public holiday (not observed in NSW, VIC, or QLD), and the Queen's/King's Birthday is observed in September in WA (not June as in most other states). WA Day falls on the first Monday in June 2026.

LEGAL CONTEXT
Under the Fair Work Act 2009 (s536) and Fair Work Regulations 2009 (Reg 3.46), all national system employers in Western Australia are legally required to provide payslips to their employees. Non-compliance can result in penalties of up to $16,500 per contravention for an individual and $82,500 for a body corporate. Western Australia's Construction Industry Portable Long Service Leave Act 1985 adds additional obligations for construction industry employers. Certain WA state government employers fall under the separate Industrial Relations Act 1979 (WA).
Payslips must be issued within one working day of each pay day under s536 of the Fair Work Act 2009 — even if the employee is on annual leave, sick leave, or working a FIFO break rotation.
Payslips can be issued electronically (email, employee portal) or on paper. Both are legally acceptable under the Fair Work Act 2009. Electronic delivery is standard for FIFO and remote WA workers.
Failing to provide a payslip, or providing one with false information, can result in civil penalties of up to $16,500 per contravention for an individual and $82,500 for a body corporate. The Fair Work Ombudsman actively audits WA mining and hospitality businesses.
Under the Construction Industry Portable Long Service Leave Act 1985 (WA), construction employers must pay a portable LSL levy on wages. Any levy contributions should be clearly identified on the payslip for transparency, even where not strictly mandated as a separate line item.

FREQUENTLY ASKED QUESTIONS
Yes. All Western Australia employers covered under the national workplace relations system must provide a payslip within one working day of each pay day under the Fair Work Act 2009 (s536). This applies to full-time, part-time, casual, fixed-term, and FIFO employees. Penalties of up to $16,500 per contravention for an individual and $82,500 for a body corporate apply for non-compliance. Note: some WA state government employers fall under the WA State industrial relations system and the Industrial Relations Act 1979 (WA) — consult an employment lawyer if uncertain.
A compliant WA payslip must show: employer name and ABN, employee full name, payment date, pay period start and end dates, gross pay, net pay, PAYG tax withheld, superannuation contributions with fund name, and any loadings or penalty rates — including casual loading (25%), FIFO site allowances, remote area allowances, WA public holiday pay (WA Day, Easter Saturday), overtime, and portable long service leave contributions for construction workers — each as a separate line item.
Yes. OfficeDraft generates payslips that meet the mandatory field requirements under Fair Work Regulations 2009 (Reg 3.46), which apply to the vast majority of WA employers under the national system. All pay components — including FIFO allowances, casual loading, public holiday rates, and superannuation — can be added as separate line items.
Western Australia maintains a dual industrial relations system. Most private sector employers fall under the national Fair Work system, where the national minimum wage ($24.10/hr from July 2025) and Modern Awards apply. However, WA also has a State industrial relations system administered by the WA Industrial Relations Commission (WAIRC), which sets State Award wages for WA state government employees and some other employers not covered by the national system. The WA State minimum wage is set separately by the WAIRC and may differ from the national rate. Always verify your coverage at commerce.wa.gov.au.
Yes. OfficeDraft fully supports FIFO and mining worker payslips. You can add all common FIFO pay components as separate line items: base hours, overtime (time and a half or double time), site allowances, remote area allowances, travel allowances, night shift loadings, and public holiday penalty rates. The tool works for 2:1, 8:6, and other FIFO roster patterns.
For national system employers, the minimum wage applicable to WA workers from 1 July 2025 is $24.10 per hour or $915.90 per standard 38-hour week before tax. Many WA workers in mining, construction, hospitality, and transport are covered by Modern Awards which set higher rates. WA State system employers are subject to the WA State minimum wage set by the WAIRC. Always verify at fairwork.gov.au (national) or commerce.wa.gov.au (WA State).
Yes. Casual employees in WA must receive payslips the same as permanent staff. Their payslips must clearly show the 25% casual loading as a separate line item, as required by the Fair Work Regulations 2009. FIFO casuals must also have site and remote area allowances itemised separately.
WA Day (Western Australia Day, formerly Foundation Day) falls on the first Monday in June each year. It is a Western Australia public holiday. Employees who work on WA Day are generally entitled to penalty rates under their Modern Award — typically double time and a half (250%). This loading must appear as a separate line item on the payslip. Easter Saturday is also a WA-specific public holiday not observed in most other Australian states.
Under the Construction Industry Portable Long Service Leave Act 1985 (WA), construction industry employers in WA must register workers and make portable long service leave levy contributions. Unlike standard long service leave, this entitlement is portable — meaning it follows the worker between construction employers. Employers typically pay a levy on wages to the Building and Construction Industry (Portable Long Service Leave) Corporation WA (CoINVEST WA equivalent). Any portable LSL levy contributions must be clearly identified on the payslip.
The superannuation guarantee rate is 12% from 1 July 2025 (up from 11.5% in FY2024–25). The employer must show the dollar contribution amount and the fund name on every payslip. FIFO and mining workers often have employer-nominated super funds as part of their Enterprise Agreement — always check the applicable EA.
Under most WA Modern Awards, employees who work on a public holiday are entitled to double time and a half (250%) of their ordinary rate. Some Enterprise Agreements set higher rates. These payments must appear as a separate line item on every payslip, clearly labelled with the applicable public holiday name (e.g. "WA Day — public holiday loading").
Yes. Electronic payslips delivered by email or an employee self-service portal are fully compliant under the Fair Work Act 2009, provided the employee can access, read, and retain a copy. Paper payslips are equally valid. For remote FIFO workers, electronic delivery is standard practice.
